Dale Turner is found changing a tire on a delivery truck that is using the Richmond Farm to get past checkpoints. Stanley finds him and asks what he is doing on his property, to which Dale replies, "importing." Dale then decides to bribe Stanley. The next day, Jake returns the bribe for Stanley as Ravenwood posts a sign stating that the market is "in violation-- do not patronize." Goetz, who is posting the announcement, says that due to road gangs, J&R is requiring all businesses to register and submit to weekly inspection. He also says that if registration is not completed, then it would be shut down. Hawkins then receives a call from "John Smith," who informs him that he is only 24 hours away from being caught.

A meeting is held at Bailey's for the purpose of discussing the J&R restrictions. Stanley then says that he will not allow trucks coming through his land. Hawkins then tells Jake that Beck will be receiving a hot-spot scan of the area for radiation and tasks Jake with stealing a page. Mimi informs Trish that there is an error in the Jennings and Rall finance books. Trish suggests error, but Mimi then says that someone took the money. Jake then discovers that the Sheriff's office (now Beck's office) is being restricted to a 8 people: 7 soldiers and Heather. The office is guarded heavily and the door lock is operated by a finger-print scanner security system.

A farm owner tells Goetz about Dale's smuggling. Meanwhile, Jake discusses with Hawkins the possibility of recruiting Heather, and Hawkins disagrees. Jake argues that they would need her in order to get the data. Hawkins finally agrees, and tells Heather the information.

Goetz is told by Trish that some currency is missing, that Mimi is doing an audit and there is a $10,000 shortfall. Goetz says that Mimi may not get the whole picture. Trish then tells him that Mimi keeps a independent set of accounting records, that Trish believes her. Jennings and Rall takes this seriously, and she's filing an incident report. She suggests that Goetz look into it, if they both want to keep their jobs. He agrees. Dale is apprehended by Ravenwood for smuggling stolen goods.
