A government agency wanted to test how a potential bioagent would spread in the population. So they released a supposedly benign virus (like the SV40 virus) that had a marker gene into major US cities so they could track the spread. However, something unexpected occurred. When individuals of a certain genetic make-up got infected, the virus recombined with some elements in their genome to become virulent. The agency started to see healthy people die from a flu-like disease in these cities. They calculated that within a few months time, people in these cities would start dying by the tens of thousands and the virus would spread throughout the US and the world. To prevent this from happening, they assembled a team to blow up these cities. Morally, this was acceptable, as most of these people in these cities would die anyway and they would prevent the spread of the virus. They would also be covering-up their foolish blunder.

The bombs are to small to "destroy" the cities. See "casualty analysis"
