Believe it or not, the whole southern part of the US leaving a nuke-ravaged USA is insane. Over the past 150 some-odd years, the US has been shaken up and most people don't identify themselves by region anymore. Most identify themselves as Americans, not Texans or Arkansans...ok, well, Texans do, but they were their own country once, they get special treatment. Otherwise, the Federal Gov't has really smooshed upon state's rights. Besides, who has the nuclear football? Gotta have those codes to launch those missiles, and I only know of one person who has that at any given time and that is the President. Unless, someone swiped it like in Fox TV's 24 one time. Key questions we need to ask are which members of Congress didn't attend the speech, and wouldn't it make sense that if you can't confirm who the Fed. Liason Gov't person is, you go up the chain of command....mayor (Green), Governor and his office. States also have lines of succession, too. In Arkansas, Clinton got elected President, so the the Lt. Gov. Jim Guy Tucker got to be the new Governor...well, Tucker had to step down, too, and, the current Lt. Governor, Mike Huckabee, yes, also from Texarkana, became governor. I hear tell he is running for President...At any rate, trying to follow the line of succession can be hard. In Batle Star Galactica, the Sec. of Ed. was #42 down the line, and boom! Cylon attack and now she is president. Now, what I was caught off guard by was the comment made to Heather in the last episode where she is told that in reference to the 6 presidents, that there were still a couple of hold outs....so, is the Federal Gov't trying to reconstruct the entire continental USA and is having to fight star by star for it (the flag with only a few stars and not the 50 you were expecting!) Maybe flag compaines are getting rich off New US gov't contracts...

Her's a kinda weird theory. Several southern senators learn what is about to happen, they were on there way there when the nukes hit. Afterward, they gathered what was left of the southern part of the government, and seceeded from the dead government. They then launched what nukes they had agianst what they were quessing to be the terrorists country.( The EMP blast was a malfunctioning missle) This caught the notice of other countries and WW3 began as other nations began nuking each toher.
