If you recall the Federal Response episode, the towns people caught a satellite feed broadcasting a lectern with the United States / Presidential seal. The emergency broadcast system must have been activated so that it could broadcast a presidential speech from a VIP bunker. If the surviving leader did manage to address the nation, that would aided in rebuilding the country. By launching the missile that caused the EMP, Valente/Tomarchio were able to cut off communications and take the reins.

North Korea and/or Iran Launched the EMP.
The Federal Government is shattered by the September attack, and divided into six different governments. In a bid for control, the Cheyenne Government accuses Iran and North Korea of being responsible for the attack. The Iranians and/or The North Korean launch an EMP attack in hopes of preventing the launch of U.S. ICBMs. President Charles is consolidating power in the East and Cheyenne makes demands/threatens retaliation again Iran/North Korea. In a panic Iran/North Korea lauches an EMP strike against the US hoping to prevent the retaliation, and that gives Cheyenne the proof it needs to launch the ICBMs. |
