i know whats up with him-
He is a part of the coup that overthrows the U.S. gov. He is sent to Jericho as a type of scout. I think this because when people see the missiles the says "ours or theirs", he meanes the coup is firing more missiles or are they going to to hit other U.S. cities. Also his coup set off the bombs after they overthrew the gov. Why would he have suits to keep himself safe from the fallout and his laptop is safe from the EMP blast. He also has ties to ravenwood be cause when ravenwood are at the bridge along with the other armed people, he is far in the back, which makes you think he does not want ravenwood to know he is there. When there is talk of a traitor, he is it. I think this because he knows what the world is like know and thinks he is better off with his familly and leaves the group. Only a group like this would care if he was outside with his son and say, "See you soon". And when he finds out about ravenwood he says the rally point is no longer secure.

You have a guy (who is obviously atuned to our government if not a part of it) who came from D.C. (or his wife did at least) and is specifically suspicious of the Mayor's son simply because he identifies him as military. When asked by his daughter, "Is he a good guy?" he replies that there is no such thing. He specifically came to Jericho because he knew it would survive (inside of one side or the other), but knows that he has to maintain a cover story. This means that someone will look for him sooner or later or he has to influence what happens in Jericho and he has to blend in. My guess is to either find the suspected terrorist or to not be suspected himself. Does a black urbanite go to Jericho to blend in? His race suggests (based on American's tendancy to believe in black's being criminals and the lack of blacks in Jericho) that he is guilty, which tells me that he is not - misdirection. The Mayor's son is a misfit loser (also a mask) which aims suspicion to him, which means he is also not guilty. The writers killed off Gracy just for being a mooch and a gouger. So, what do you think they will do to somebody like Gray who is the worse kind of jag hole? He is the guilty one. Plus he was missing early on and just reappears out of nowhere. We already don't like him, plus its network TV and the network never goes wrong picking on rednecks. They are not going to make the central black character the bad guy. They are not going to make the cute young soldier the bad guy - during a real life American war. The writers even elicit your sympathy for the really bady guy, which means he isn't it either. Its the peon that you don't like, but aren't paying attention to. Barring any new and powerful characters, its Gray. He's your guy.

Internal terrorism aimed at overthrowing the government. China, etc are diversions or after affects. Maybe opportunists, but I don't think so. American parachutes dropped by old American planes? Boston tea party. Its Americans.
