As an insider of military power in Germany let me tell you a few facts:
Germany didn't lead the EU, EU is a federation of nations with equal rights!
Germany was reunified 17 years ago, did someone realize that after that the "cold war" was over?
Germany never homed own nukes after WW2, only those which have been deployed by the US Army, which were de facto under control by the NATO CINC!!! I hope this "devices" were now completely deployed home...

Germany didn't posses an offensive Army e.g. no long range missiles, bombers, aircraft carriers etc... which means we never took an active role in combat over Iraque, Afganistan or elsewhere since 1945!

Germans suffered very hard under WW2, mostly from air raids in 1944 and '45!
The V-day at May 8th 1945 was mostly considered as freedom from Nazi-regime.
Think most of germans older citizens will never forget "Care Parcels" donated by the US Gouvernment in the years after the war. Be sure, in fact of an disaster like that one in this plot, Germany will support the USA with all possible help.
Islamic terrorism is a great thread to us because our strong relationship to the USA. Only insane people will support those criminals in germany, I suppose they are very seldom.
A last fact: research for nuclear weapons are strictly forbidden and impossible, because every piece of "material" nessessary for a bomb are under strict control by UN (IAEO)
In Germany we've got the first three episodes on screen till now. It seems to me scary but far away from realism! Unbelieveable that the rain hadn't poisened whole Jericho... and the water!!! If the fallout came directly from Denver!
The storyboard shows a highly qualified "Hawkins" character, not really a typical islamic terrorist. At this point I think it was a very secret national organisation which has planed this nuklear holocaust
