A Post Nuclear "Han Solo"?
Before the bombs, Jonah was a transporter who was heavily involved in various criminal operations (probably smuggling and general thievery). He also led Jericho's criminal element, which included Jake Green, Emily Sullivan's brother Chris, and Mitchell Cafferty. After the attacks, his gang has become a group of men who operate out of a local airfield (?) and go out and trade/raid supplies with other survivors.
He has consistently tried to show Mayor Green the olive branch, though Mayor Green and most of the town do not want anything to do with him. He was critical to the defense of the town against the Ravenwood Company. It was Jonah's men who helped Dale get the goods off the supply train and into Gracie's Store, though not without an "Arrangement" with Gracie.
In Ep: 1.11, we see that he has lost control of his gang, and he is framed for Gracie's murder by Mitchell Cafferty. He is eventually exiled from town after being saved from execution at the hands of Mayor Gray Anderson by Jake and Johnston Green.
He did recently, however, help the town by taking out a New Bern mortar truck, even if they took all of the loot. It is yet to be seen if they will help in the defence of Jericho when New Bern launches a full scale invasion. Jonah made Emily leave him alone and took all the guns after helping with the mortar truck and reneged on the deal. Maybe he was trying to appear strong in front of his fellow thieves so that he does not repeat what happened with Mitchell Cafferty.

Trivia: According to an interview on InFANity John Steinberg explains where Jonah's name comes from. When created Jonah was supposed to be 'sort of a dark father figure' to Jake, and from that they went to Darth Vader who was played by........ David Prowse.
