EMP burns things up by building a charge on long cable runs, i.e. the power grid. Cars are not connected to the grid and the electronics are fairly well protected by the steel body of the vehical. A EMP pulse is measured in microvolts and unless the car was extremely close to the blast it would not burn up all the electronics. Your car might stall out while the pulse passed by, but more than likely it would start up, same thing with a PC, it might be disrupted and reboot and you might lose data you were working on.
Street lights would probably burn out from the increased load from the grid, I don't think the bulbs are surge protected.

There are some products the police have been testing that can travel under a car and cause a massive EMP UNDER the car which will cause it to die, allowing them to apprehend vehicals in a chase. This EMP is created a few feet from the electronics of the car and is much more powerful than a EMP from hundres or thousands of miles away would be.
