If an atomic device was detonated high in the atmosphere say over Omaha, Nebraska, the EMP effect would be widespread. However, it's effects would dissipate over distance. Alaska, Hawaii, possibly Maine or areas on the East and West coasts should be less effected -- if at all. Why, then, do we not see regional capitols located in Hawaii nor Alaska, where electricity certainly is flowing, and chaos minimal?

what if a nuke went off there? we don't know for sure. plus, these capitals are so far away from the region, and since theres no way to communicate efficiently with no power, it wouldn't make sense to have capitals there, where it take day for info to be relayed.
