I believe that the only official comment was from Robert Hawkins about a terrorist attack. In the Rogue River episode, when Gray was interrogating Hawkins at his house.
I don’t believe this was a terrorist attack at all. I am leaning toward a military (Raven wood) coups.

Robert Hawkins is THE PATRIOT
So far, we know that he was a CIA agent who infiltrated a terrorist cell, stopped at least two of the bombs, has secured one of the bombs as evidence to the greatest crime in world history and established a rally point, Since one of his surviving associates surfaced in the second season and Major West becoming suspicious of Valante, I foresee that when the truth is uncovered, Robert Hawkins will earn as spot in history with the likes of the founding fathers and the sons of liberty.

Well, he was supposed to deliver it to Columbus, Ohio, but didn't. My guess is that Hawkins was working undercover but for which agency I won't venture a guess right now.

Darcy Hawkins?!
Is she one of the bad guys, good guys and what is her role in the attacks. By watching the preview to the next season, as well as the very last scene of the last episode in this last season, I have some idea that Darcy and Robert Hawkins are on opposite teams. Who do you think Darcy is working for, and Who do you think Robert is working for.

Hawkins' laptop's manufacturer
Remember when the Hawkins' laptop is introduced in the episode 4 (making up the fake family dossier i assume), there is an easily readable Panasonic logo on its lid. It drew my attention after in.... i can't recall what episode, when Allison finds out what's inside her father's room and sees Jake on the laptop screen, they have a conversation and Robert tells her it's the government that produces such ruggedized devices.
How could one believe that the US government would entrust some Japanese company with factories god knows where (China most probably) with making the strategically important devices like EMP-proof notebooks? Like, i can understand some product placement like multiple uses of AmEx bank cards, but making Hawkins using a Panasonic device is just blowing his cover as whoever he is (i'm currently at the episode 11, so i don't know everything yet, so be careful not to spoil things =)).
Anyways, the reason why i decided to make this post is that in the beginning of the episode 11 the Panasonic logo has mysteriously disappeared from the place it used to belong to. It's funny cause during the "overview" of the past events in that very episode you could still see the word "Panasonic" glimpsing once or twice, but during the episode itself there's just black plate at the place it used to be at.

Hawkins is an FBI Counterintelligence Agent
After watching Jerico, I was pretty amazed at how great the show is. :)
Hawkins must be an FBI Counterintelligence Agent. The FBI mission is to go after hostile intelligence organizations operating in the United States on US soil. Hawkins would receive his orders from the Department of Justice directly. One of the FBI's missions is to keep an eye on hostile spies.
Hawkins gets his assignment and it probably has to do with a rogue terrorist cell operating in the United States and preparing for a nuclear attack on US cities to overthrow the US government. Hawkins penetrates the terrorist cell to learn their plans but becomes alarmed that members of the US government at the highest levels are involved. Compromised and out of options and time before the national nuclear terror attack occurs, Hawkins contacts his handler through his ruggedized computer and received instructions to go underground because the terrorist cell he has been investigating is eliminating other members of Hawkin's team. Hawkins then knows that the terrorist cell is after him but he can not save the United States by himself, so he travels to Washington, DC, to at least save his family since he probably figures that Washington will be a primary target by the terrorists in their nuclear attack. Hawkins then takes his family to Jericho and purchases a house there in cash, drawing the suspicions of certain townsfolk. However, after working with the townsfolk, Hawkins gains their trust and sets up a listening station to stay in contact with his FBI handler for further instructions and information. As the season ends however, the terrorists have found Hawkins using sattelite systems and they know exactly where he is hiding with his family. Since the NSA controls such surveillance, it is clear the highest levels of the US government are involved in the conspiracy and now Hawkins must plan for those nefarious forces to descend upon Jericho in order to prepare and protect the town.

Robert Has a Nuclear Bomb???
It isn't a nuclear bomb! Has anyone noticed the episode that Gray came to question the Hawkins family? The family was cooking pies and marveling at the things that Daddy(Robert) could do. Anyone notice the power switch on the wall of Robert's recently built block room? How does he keep his computer going after all these weeks? What's in the basement is nuclear, only it isn't a bomb, it is small nuclear power source. These are used in space flight and for other terrestrial purposes. Thinking Guy

Robet Hawkins
Will he be a sleeper, yes, but what type?
He maybe part of anti US cells to remove leaders weaken the resistance by sharing keep inforamtion on food and weapons.
He may also be a Goverment Sleeper trained to replace goverment in the surviving cells allowing them to link with others. He may have info on secret stores of medicine, seeds, and the science to surviive.
Jerico will never be happy with Robert if he is pulled into his sleeper role, no matter who works for. Jerico's only hope is that Robert has a soul. Standing around is not good for chance to make it, Robert will be master of their efforts, or they will all die.
