This would also help explain the Cyrillic and Turkish letters on Hawkins laptop; its not unthinkable that Russian gangsters would also work hand in hand with fundamentalist Islamic terrorists from either within or on the perimeter of the former USSR (Turkey borders the Ukraine) to carry out this plot.

What if Khrushchev smuggled a bunch of (then) state-of-the-art 20 kiloton nukes into the US after the Cuban Missile Crisis? The 20kt groundbursts seem to rule out today's major nuclear powers (who would want to send the very best to their American friends), but it could describe long-buried doomsday bombs going off. Designing nukes that can sit for years, not give off telltale radiation and be detonated from afar is a serious challange, but it's realistic enough for tv plot standards. Perhaps the cloak & dagger stuff had to do with people searching for the hidden nukes, or seeking to detonate them for their own purposes. Obviously, someone found the remote since a bunch of them went off at once...
The captured nuke in New York doesn't seem to fit my scenario though - unless it was just dug up... |

First, China and England don't have the capability of delivering multiple nuclear warheads to the U.S. Second China does not need our food. Third the breakup of the Soviet Union left quite a few nukes in the Ukraine. The Ukraine and Russia are the only ones with the ability to hit us like that. The Ukraine is hard to imagine. Russia has slid into a fascist state in recent year. My vote is strongly Russia. My distant second is one I haven't heard from anyone else, Extraterrestials.
