The best explanation for the reason and 'who dropped the bomb' is a power hungry government official.

The official is the Secretary of State. He got bombs from either the US's arsenal or from a foreign government to be framed.

He detonated the bombs while the President was giving the speech because everyone who is ahead of him on the President succession ladder would be attending the speech.

Since he is the diplomat for the country he could easily been overseas during the explosion.

He organized a terrorist to get potential bombers, but not tell them what they were transporting to the target cities.

A group of the potential terrorists, Hawkins included, found out about the plot and decided not to say anything because it was too late, or it would have panic the country and bring clogged highways that could also be targets.

Because of the dangers, Hawkins and his conspirators decided to find towns that would not be affected by the attacks and move their families there.

His follow deserters were listed on the computer in the "Trap House."

The reason for the hunter, who is working for the Secretary of State, is to hunt down and kill the deserters to the attack. Sarah was on board with Hawkins's desertion plan, or so he thought.

Sarah was actually working for the hunter who was killing the deserters. The man that Hawkins knew with the refugees from Denver was a fellow deserter.

Why would the Secretary of State turn on the person who gave him the job?

Why would he Nuke everything? Thats to many variables. Its already a big enough stretch that somehow...someway...they managed to nuke that many cities via terrorist acts.

Nuke DC, sure. Take out the succession line for President. But why Nuke the rest of the country? When you do that theres nothing left to reign power over.

Just how does the Sec of State make sure that the Speaker and Pro Tem are both at an emergency JSOC. Even the VP could be elsewhere on duty.
Kind of puts the idea further down the pole. But it was at least well thought out.

That seems like a silly title for "The Sec State did it."

A reasonable and rational explanation would not be politically correct in these days. That is that Another Country provided the bombs, used terrorists for delivery and set them off hoping to get away with it under the "It was terrorists, we had nothing to do with it" excuse. As this is only TV and thus has nothing to do with reality, and as Iran is already complaining about the Movie 300, and as N. Korea is complaining about video games, the writers will simply paint it to be 'American Militia groups and a dysfunctional Politician." so as to have a way to wrap it up with out offending the likely suspects. Besides nowadays and thanks to Bush, No one out in the world would ever do such things, only Americans are capable of such things.
