I think that Robert Hawkins is working for some high form of the gov. spying on Ravenwood because Jake and Hawkins share a lot of similar knowledge. Plus why would the writers just end the mystery of Jakes past in one episode? Which form I do not know, but what I know is that he was going to Jericho with his wife, kids, and Sarah (originally that is). Jericho was the rally point where they were to meet with Victor. That did happen but since he left Sarah in D.C.DC and Victor had radiation poisoning he kind of messed it all up. He assumed Sarah was dead and moved on to become more of a father to his kids and a husband to his wife. Until the firsttwelfth episode of season two where Sarah is one of the refuges. Now because of the text message between Sarah and "the old man" I think that Hawkins, Sarah, and Victor were to spy on Ravenwood but Sarah is really working for Ravenwood and that she is the trader that Victor was talking about.
