Who smuggled the bombs into the country? This is a featured page

The nukes that went off in the cities weren't sent by missiles, as we all know. So they must have gotten here in some well guarded smuggling operation. I don't think terrorists could have made bombs with the destructive power that the ones used had, so some nation probably drew up the master plan. But who was it?

Jennings & Rall... They had access to the ports and a report that detailed all the weaknesses in our security.

The bombs were sent to each of the cities visa UPS or DHL. Who would notice a UPS / DHL truck with a large crate in it. But not the Post Office, because of the weight restriction on packages.
Remember OKC bombing was done with a rental truck that no one noticed until after the fact, now try and get a rental truck near a governmental building but a UPS/DHL truck can almost drive right up to the front doors. Something to think about.
