Maybe Hawkins could threaten to blow up New Bern but not really do it, just use it as a threat. "Stay away from us, or..." Besides, if Hakwins really used the bomb the fallout would reach Jericho so it would kill the populations of both towns.
We don't know who's in charge of New York; for all we know it could be some guy who goes communist and doesn't care if women, children, or elderly die. The terrorists who did all this in the first place, blowing up 30 million people, don't seem to care who they kill. As Jake says, "Well, whoever they are, they had no problem blowing us up." (Epsiode 1.10 "Red Flag".)
If New Bern willingly tries to wipe out Jericho, then (sadly) I can see New York trying to blow up other cities. That's not to say that I disagree with your point: honestly I don't HOW any human could willingly murder so many people.

What do you most like about Jericho that keeps you wanting more?
I like the relationships between the people. Especially the long term friendships between Jake and Emily and Jake and Sanley. This is what small towns used to be like ( I am small town, rural America) and that way of like is dying, Maybe that is what some people don't get about Jericho. They don't understand that relationships like that really do exhist. That's why I am still here, why I keep wanting and hoping for more. Nothing else on TV satisfies me.
