Hawkins remembers a meeting at fake CIA company: He is a CIA agent investigating robbery of 25 nucler weapons from Proyect Red Bell (weapons bought by the USA from soviet states leaving the USSR attack was organized by a highly connected and highly organized American using 3 groups.... 1. US Rogue group (militias) 2. religious radicals (Al Qaeda vs other Religious fanatics not specified) 3. anarchist common desire to destroy US Federal Goberment, this guy was able to convince this different groups to work together. Sarah was a spy from this group (bombers) inside CIA and Hawkings fall for her...
The oordinator (Boss) acording to Hawkings is the bald guy with the cane and glasss. He connects it to the guy in Nebraska (1.17). According to Homeland security database he works for D.H.S. his name Thomas Valente and works for the Domestic Nuclear Detection Office.

Well...no offence...
I think there would be more casulties than you've come up with, no offence meant. The bombs were supposed to wipe out, what, over half of Americans? Aren't there like six billion people in America? And a nuclear bomb in say, Washington D.C., would not just blow up D.C. but some surrounding area, too. And then there's the very widespread problem of radiation which would also knock out a few hundred thousand people. Rememebr Hawkins' poster which shows the area surrounding a city which would be destroyed, as well as a much broader zone for radiation?...Look at Hakwins' poster again; it's shown in 1.18 "AKA" and 1.21 "Coaltion of the Willing." Everyone within the colorful zones would either die at once or be killed by radiation, making casualties of millions.
