trying to put the puzzle together, valente tipped off the terrorists, J&R had a master plan to take over the country by means of nuclear war, ravenwood is J&R's private Army. I'm thinking that valente must have had some connection to Jennings and Rall. He must have started project red bell, not to sieze some missing nukes but to help J&R's master plan become a reality.
