What do the dots on the map stand for? I can guess easily what red is but what about white?

there's another post about it, I can't remember where
It's something to do with FEMA and camps they set up and areas under their control.
I think it's under "what we know"

California-maybe Sacramento, or Yuba City/Marysville
Texas
Ohio
Alabama
New York, mid-state. I can't tell for sure if it's a star

I wondered about the red dot in Southwest Utah. Either Cedar City or St George (little high for St George). If someone wanted to "bottle up" a population (ie, Las Vegas) these would be good targets. There is no other easy way out of Las Vegas expect along I-15. The people in Las Vegas would not go south (Los Angeles) and east to Phoenix is easily controlled at the Hoover Dam... Most of these cities are located near Major Military Bases, or transit hubs.
